A Canadian Open Work Permit allows an immigrant to work for any person for a specified period of time. An open restricted permit can limit certain things like occupation or location but not the employer. While there is no bar on which employer work, but the foreign national is still subject to the general conditions imposed on all temporary residents of the IRPR.
